As leon said, teams desktop client does not support this feature now. Microsoft says they are working on it and the feature is in the ‘backlog’ for desktop. The ability to quote a message is also available on microsoft teams, but it’s available for mobile users only.

It is possible in ios app to reply to individual message (not the last message but one of the earlier ones) but in desktop version i cannot see that option.
