I have added other accounts, both also office 365 accounts. Work offline allows outlook to appear like it is online but you will only have access to mail that has already been saved.
When you install the web version of outlook as a progressive web app, you can do things like pin and launch the web version of outlook from your computer's home screen or task bar and access your account while you're offline. Unfortunately, microsoft is still not working on a new desktop app for windows, but the company plans to create a new web powered experiences (opx) on the desktop where the client will directly.
